ESA LETTER TEXAS
What Does an Emotional Support Animal Letter Do in Texas?
An emotional support animal letter, or ESA letter, is a signed statement from a licensed mental health clinician. It says your animal helps with a disability-related need. In Texas, it supports a housing request under the federal Fair Housing Act and the Texas Fair Housing Act.
There is no official ESA registry in Texas or anywhere else. The letter itself, and the license behind it, is what counts.
Our $99 flat price covers the evaluation and the letter. If a clinician finds you don't qualify, you get a full refund.
How Do You Get an ESA Letter in Texas?
The whole process happens online, from home. It takes four steps, and the eligibility quiz at the start is free.
Take the Free Eligibility Quiz
Answer private questions about your symptoms, your daily life and your animal. The quiz takes about five minutes.
Meet a Licensed Clinician
A mental health professional licensed in Texas talks with you one-on-one, by video, phone or a secure online visit.
Get Your Letter, Usually in 24–48 Hours
If you qualify, the clinician signs your letter on professional letterhead. It reaches your inbox securely by email.
Send It to Your Landlord
Give your landlord the letter with a short written accommodation request. Keep a copy and note the date.
Who Qualifies for an ESA in Texas?
You may qualify if a mental or emotional condition limits major parts of your daily life, like sleep, work or time with other people. A licensed clinician decides, after an evaluation, whether an emotional support animal helps with your symptoms.
Conditions clinicians often evaluate include:
Texas ESA Requirements: What Each Step Involves
Texas ESA laws set no rules for the letter itself. Your request rests on fair housing law instead. These steps follow what a careful landlord expects to see and what a clinician needs to know.
Share Your History Privately
Describe your symptoms, your current treatment and how your animal helps. Honest answers give the clinician what they need for a sound decision.
Talk With a Licensed Professional
An LPC, LCSW, LMFT or psychologist licensed in Texas meets with you and reviews your answers. Practice acts like Texas Occupations Code § 503.301 require that license.
Receive a Letter With Full Credentials
If you qualify, your letter comes on professional letterhead. It lists the clinician's name, license type, license number, state and date.
Make a Written Request to Your Landlord
Send the letter with a short written request and keep copies. In TDHCA-funded housing, the property must respond within 14 calendar days.
If a Landlord Says No
You can file a complaint with the Texas Workforce Commission within one year of the refusal (§ 301.081).
Texas ESA Laws: What Protects Emotional Support Animals in Housing?
Texas has no ESA statute. Your housing rights start with the federalFair Housing Act (FHA).The Texas Fair Housing Act (Tex. Prop. Code § 301.025(c)(2)) mirrors it. Both treat refusing a necessary, reasonable accommodation as disability discrimination. More detail: our Texas ESA laws guide.
No-Pet Rules Can Bend
A no-pet policy is a rule a landlord can waive. With a valid letter, the landlord generally has to grant that waiver unless an exemption or exception applies.
Fees: No Blanket Texas Ban
No Texas statute bars pet fees for an untrained ESA. Ask for a fee waiver in your request; TDHCA-funded homes cannot charge one (10 TAC § 1.204).
Protection From Retaliation
Tex. Prop. Code § 92.331 bars a landlord from retaliating within six months after a tenant uses a legal right in good faith. That may cover an accommodation request.
You Still Cover Damage
Damage beyond normal wear and tear can come from your deposit. Landlords must refund or itemize within 30 days of move-out (Prop. Code § 92.103).
Direct Threat or Serious Damage
This specific animal poses a direct threat or would cause substantial damage, judged on its own behavior (§ 301.025(f)).
No Reliable Disability Evidence
The request lacks reliable proof of a disability-related need, such as a letter sold without a real clinical evaluation.
Small-Landlord Exemptions
Owner-occupied buildings of up to four units, and owners of three or fewer houses renting without a broker, are exempt (§ 301.041).
AIR TRAVEL
Can You Fly With an Emotional Support Animal From Texas?
Not with cabin rights. The U.S. Department of Transportation changed its Air Carrier Access Act rule, effective January 11, 2021. Since then, airlines may treat emotional support animals as ordinary pets, with the same cabin limits, carrier rules and fees.
Each airline writes its own pet policy. Some allow a small animal in the cabin inside a carrier for a fee. Policies differ on size limits, health paperwork and booking deadlines. Trained psychiatric service dogs follow separate DOT rules.
Check your airline's pet policy before you book, and get any approval in writing. Your ESA letter is a housing document. It does not give your animal a seat on the plane.
Is There ESA Registration in Texas, and What Counts as Fraud?
No. Emotional support animal registration does not exist in Texas. There is no state registry, certificate or ID card, and no federal one either. Sites selling Texas registration are selling a product, not a legal status.
Here is what actually creates legal risk for renters:
WHY CHOOSE US
Why Choose Us for Your Texas ESA Letter?
Clinicians Licensed to Practice in Texas
A mental health professional licensed in Texas handles your evaluation. Their license type and number appear on your letter, so your landlord can look them up.
Your Health Information Stays Private
We handle your health information with HIPAA-conscious care and never sell it. Your answers go to your clinician, not to advertisers or data brokers.
Letters Usually Ready Within 24–48 Hours
Your letter usually arrives within 24 to 48 hours after the evaluation. Facing a lease signing or a move date? Start early, and tell our support team your deadline.
Texas Service Dog Laws vs. ESA Rules
Texas service dog laws protect only trained dogs, so an ESA has no right to enter stores or restaurants. Is your dog task-trained? Ask about our PSD letter.
Is There a Free ESA Letter in Texas?
A free ESA letter is rare, since a real evaluation takes a clinician's time. Ask your own therapist first. Our price is $99 flat, with no subscription or upsells.
Does an ESA Letter Expire?
Not under Texas law. No statute sets a validity period, despite claims of a 12-month limit. Many renters still update yearly, so the letter reflects their current care.
Help When Your Landlord Verifies
If your landlord wants to confirm your letter, our support team answers their verification questions. Reach our team by email or at (470) 887-9106.
Does Your ESA Letter Work Anywhere in Texas?
Yes. The same fair housing rules and exemptions apply statewide, from Houston and San Antonio to El Paso and small towns. Austin, Dallas and Fort Worth also have local fair housing offices.

FAQs
Texas ESA Letter FAQs
Yes, in some cases. A landlord may refuse if the property is exempt, if the animal poses a direct threat or would cause substantial damage, or if your documentation is unreliable. Otherwise, landlords generally have to grant reasonable accommodations.
Our housing ESA letter costs $99 flat, and the eligibility quiz is free. If the clinician finds you don't qualify, you can request a full refund within 7 days; if your landlord rejects the letter, contact support within 30 days with the written denial for a refund.
Some do. A landlord may confirm that the clinician's license is active and that the letter is real. No state statute sets a verification process, and 40 TAC § 819.132 generally bars asking applicants whether they have a disability.
Common examples include depression, anxiety, PTSD, panic disorder, phobias, OCD and bipolar disorder. A diagnosis alone is not enough. A licensed clinician has to find that the condition limits your daily life and that the animal helps.
No. HUD withdrew its 2013 and 2020 assistance-animal notices, effective September 17, 2025. In a memo dated May 22, 2026, HUD said its own staff will find cause only for trained animals. The Fair Housing Act is unchanged, private lawsuits remain open, and the Texas Fair Housing Act has no training requirement.
File with the Texas Workforce Commission Civil Rights Division within one year (Tex. Prop. Code § 301.081). TWC will not take a complaint you also filed with HUD. You can also sue within two years (§ 301.151), and the court may award actual and punitive damages.
Possibly. No Texas statute bans pet fees for an untrained ESA, and a 2025 pet-fee bill, HB 410, never passed. Ask for a fee waiver as part of your accommodation request. TDHCA-funded properties cannot charge accommodation fees.
