ESA LETTER ILLINOIS
Emotional Support Animal Letters in Illinois, Explained
An ESA letter is a written statement from a licensed clinician who has evaluated you. It explains your disability-related need for an emotional support animal. In Illinois, it backs a housing accommodation request under the federal Fair Housing Act, the Illinois Human Rights Act and the Assistance Animal Integrity Act.
Our letter costs $99 flat, and nothing is charged until a clinician finds that you qualify. Illinois has no official ESA registry, state certificate or ID card. A real emotional support animal letter Illinois landlords can check comes from a named clinician, not a database.
Under Illinois law, anESA letterhas to be in writing, come from someone with a therapeutic relationship with you, and describe your disability-related need (310 ILCS 120/10(b)). It does not have to name your diagnosis, and no minimum relationship length applies.

Who Qualifies for an ESA in Illinois?
You may qualify if a mental or emotional condition makes daily life harder, such as sleep, work or time with people. Illinois defines disability broadly, with no "substantially limits" test (775 ILCS 5/1-103(I)). A licensed clinician decides.
Conditions clinicians often assess include:
What Do Illinois ESA Laws Say About Emotional Support Animals?
Two state laws sit on top of the federal Fair Housing Act. The Illinois Human Rights Act (775 ILCS 5/3-102.1) bars refusing reasonable accommodations, and theAssistance Animal Integrity Act(310 ILCS 120) names emotional support animals outright.
What the AAIA Covers
In effect since January 1, 2020, the Act counts an emotional support animal as an "assistance animal." It binds owners, managers, condo boards and co-ops alike.
No Letter Needed if Obvious
A landlord may ask for documentation only when your disability and need are not readily apparent or known (§ 10(a)).
No Pet Fees, Rent or Deposits
Section 10(f) bars pet deposits, pet fees and related pet assessments, even where other tenants pay them. You still pay for actual damage.
No Special Insurance Required
Landlords cannot make you buy special liability insurance for your ESA. In return, § 15 shields them from liability for injuries the animal causes.
Your Diagnosis Stays Private
The letter must describe your need, but § 10(g) says it does not have to name a specific diagnosis. Landlords may still check that it is authentic.
What Are Your Emotional Support Animal Housing Rights in Illinois?
Every Illinois housing request starts with the federalFair Housing Act (FHA)and 24 C.F.R. § 100.204. State law adds its own rules on top, and § 20 of the AAIA keeps every other federal, state and local right in place.
No-Pet Rules Can Be Waived
A no-pet rule is a policy, and landlords generally have to grant a reasonable exception for your ESA.
Size and Breed Limits
IDHR guidance says landlords may not apply size, weight or breed limits, though they may ask for vaccination records.
Use Any Written Format
Landlords can offer a form, but cannot deny you for skipping it (§ 10(a)).
A Real Evaluation Matters
Under § 5, a site selling certificates without a meaningful assessment is not a therapeutic relationship. Our clinicians evaluate you first.
Direct Threat or Real Damage
The specific animal poses a direct threat or causes substantial damage, shown by reliable objective evidence.
Missing or Weak Documentation
Your paperwork does not show a therapeutic relationship or the need. The landlord may then ask for more (§ 10(d)).
Undue Burden or Uncontrolled Behavior
The request would impose an undue burden, or the animal shows uncontrolled behavior its handler has not corrected.

Where Can ESAs Go Under Illinois Service Dog Laws?
An ESA letter is for housing. Under the DOT's Air Carrier Access Act rule, effective January 11, 2021, airlines may treat ESAs as pets.
Before you fly, expect:
- Your airline's own pet rules and fees apply
- Cabin space limited to small animals in carriers
- Health papers and booking deadlines vary by carrier
- Get any airline approval in writing
Illinois service dog laws, like 720 ILCS 5/48-8, cover trained dogs, so ESAs have no store or restaurant access. Task-trained dog? Ask about our PSD letter.
Is Emotional Support Animal Registration in Illinois Real?
No. Illinois has no ESA registry, and theAssistance Animal Integrity Actpunishes no one. It simply refuses to count certificates issued without a meaningful assessment.

FAQs
Illinois ESA Letter FAQs
Yes, on narrow grounds. Under 310 ILCS 120/10(c), a landlord may refuse an undue burden, or an animal that is a direct threat, causes substantial damage or acts uncontrolled. A neighbor's allergy alone is not enough.
Many do. Illinois law allows it: § 10(h) lets a landlord confirm your documentation is authentic. Our support team answers those verification questions.
Get evaluated by someone with a real therapeutic relationship with you. Free templates and registry certificates do not meet § 5. Our quiz is free, and the $99 is refunded if you don't qualify.
A mental or emotional condition that limits daily life, plus a clinician's finding that your animal helps. The letter does not have to name your diagnosis (§ 10(g)).
Section 5 accepts a medical professional, a mental health provider or a reliable third party who knows your disability. For video or phone care, 225 ILCS 150/10 requires an Illinois license or authorization.
No new law passed. HUD withdrew its 2013 and 2020 notices, and its May 22, 2026, memo says staff will find cause only for trained animals. The Fair Housing Act is unchanged, and Illinois law stands on its own.
Our letter costs $99 flat. If the clinician finds you don't qualify, you can request a full refund within 7 days; if your landlord rejects the letter, contact support within 30 days with the written denial for a refund.
No. Section 10(f) bars pet deposits, pet fees, related pet assessments and special liability insurance for assistance animals. You still pay for actual damage beyond normal wear and tear.
You don't train or register it. Your documented need makes it an ESA. IDHR guidance says landlords cannot require a special collar or harness.
File with the Illinois Department of Human Rights within one year (775 ILCS 5/7B-102), which cross-files with HUD. Or sue in circuit court within two years.
No Illinois statute sets an expiration date, despite claims of a 12-month limit. Some renters update their letter yearly anyway.
Yes. PetESALetter clinicians are licensed or authorized in Illinois. Chicago renters can also file with the city's Commission on Human Relations within 300 days; Cook County's limit is 180 days.
