ESA LETTER MISSOURI
What Does an ESA Letter Do in Missouri?
An ESA letter is a signed statement from a licensed mental health clinician. It says you have a mental health disability and that your animal eases its effects. You give it to a landlord to ask for a housing accommodation.
In Missouri, that request rests on the federal Fair Housing Act and the Missouri Human Rights Act, RSMo § 213.040.2(2). There is no official ESA registry in any state.
State law does not tell clinicians what to write. At PetESALetter, the $99 flat price covers your evaluation and the letter, and you get a full refund if a clinician finds you don't qualify.

Who Qualifies for an Emotional Support Animal in Missouri?
You may qualify if a mental or emotional condition substantially limits a major life activity, such as sleeping, working or being around people. That tracks the Missouri Human Rights Act's definition of disability, RSMo § 213.010(5). A licensed clinician decides after an evaluation.
Missouri ESA Laws: What the Statutes Say
Missouri ESA laws are brief. No statute creates ESA housing rights. One law, RSMo § 209.204.3, names animals that give emotional support, and it is a crime statute. Rights come from general fair housing law.
Two Housing Laws Apply
RSMo § 213.040.2(2) treats refusing a reasonable accommodation as discrimination, as the federal FHA does. Neither law mentions animals.
No Minimum Relationship Rule
No state law requires a waiting period or a set number of sessions. HB 1639 (2026) covers college and exam accommodations, not ESAs.
Misrepresentation Is a Crime
RSMo § 209.204.3 punishes knowingly faking ESA papers or lying to a health care provider to get a letter.
Service Dogs Only in Public
Public-access rights in RSMo § 209.150 cover trained service dogs only. Stores and restaurants may turn away an ESA.
No Expiration Date in Law
No state statute or rule sets a validity period for a letter, despite vendor claims of a 12-month limit.
Can a Missouri Landlord Deny Your ESA?
Usually not, if your need is documented and no exception applies. Under the FHA and the Missouri Human Rights Act, landlords generally have to grant reasonable accommodations.
A No-Pet Rule Can Bend
Missouri's accommodation clause covers rules, policies and practices, and a no-pet policy is one of them.
Ask for a Fee Waiver
No state law bans ESA pet fees; § 209.190.4 covers certain service dogs only. Request a waiver in writing.
Watch Pet Deposit Labels
Under RSMo § 535.300.8, a pet deposit is not a security deposit, so the two-month cap and 30-day return rule do not apply to it.
180 Days to File
File with the Missouri Commission on Human Rights within 180 days. If you miss it, you lose the state-law claim (RSMo § 213.075.1).
Ask for Reliable Proof
If your need is not obvious, a landlord can ask for documentation from a qualified professional.
Direct Threat or Damage
Under RSMo § 213.040.7, a landlord can refuse a tenancy that would pose a direct threat or cause substantial damage.
Small-Landlord Exemptions
Owner-occupied buildings of up to four units are exempt, and so are some owners of three or fewer houses who rent without ads or a broker (§ 213.040.13).
AIR TRAVEL
Does an ESA Letter Cover Flights?
No. Since January 11, 2021, when a Department of Transportation rule took effect, U.S. airlines may handle emotional support animals as pets. Pet fees and carrier rules can apply.
The letter covers housing, not travel. On a plane, your animal gets only what the airline's own pet policy allows, which may include a small in-cabin carrier.
Check the policy before you book. Confirm size and weight limits, fees and health paperwork, and get any approval in writing. If your dog is task-trained, ask about our PSD letter instead.
Is There Emotional Support Animal Registration in Missouri?
No. Missouri has no emotional support animal registration of any kind: no registry, certificate or ID card, state or federal. A listing proves nothing to a landlord. What Missouri does have is a crime. RSMo § 209.204.3 punishes knowingly misrepresenting any animal as an assistance animal to get housing accommodations, and its definition expressly includes animals that provide emotional support.

FAQs
Missouri ESA Questions, Answered
See a licensed mental health professional who can practice in Missouri for a real evaluation. The clinician decides. Avoid sites selling registry listings.
Yes, in limited cases, such as an animal that poses a direct threat or would cause substantial damage, or an exempt property. Otherwise, landlords generally have to grant a reasonable accommodation.
Some do. A landlord may confirm the clinician's license and that the letter is real. Fake ESA documents are also a state crime (RSMo § 209.204.3).
Federal law did not change, but HUD enforcement did. Since a May 22, 2026, memo, HUD finds cause only for trained animals. Private lawsuits and Missouri's accommodation clause remain available.
It costs $99 flat. If the clinician finds you don't qualify, you can request a full refund within 7 days; if your landlord rejects the letter, send support the written denial within 30 days.
You have 180 days to file with the Missouri Commission on Human Rights, a step required before any state-law suit (RSMo § 213.075.1). HUD allows one year, and a federal lawsuit two years.
A licensed clinician must find that a mental or emotional condition limits your daily life and that your animal helps. A diagnosis alone is not enough.
