Your ESA Letter in Louisiana: An Emotional Support Animal Letter That Follows State Law
For $99 flat, a Louisiana-licensed clinician holds two evaluations with you over 30 days, as La. R.S. 46:1974 requires. If you qualify, your housing letter follows the second one. Clinically reviewed by Darren Rafel, LCSW.
ESA LETTER LOUISIANA
What Is an ESA Letter in Louisiana, and What Does It Do?
An ESA letter is a signed note from a licensed mental health clinician. It says you have a disability and that your animal eases its effects. For an emotional support animal in Louisiana, there is no official registry, ID card or certificate.
Louisiana controls who may write that note. The Support and Service Animal Integrity Act, La. R.S. 46:1971–1978, began as HB 407 and took effect on August 1, 2024, as Act 558. The writer needs a therapeutic relationship with you, and sellers who skip a meaningful assessment fall outside that term (§ 46:1973(7)).
You give the letter to your landlord with a request for a reasonable accommodation to a no-pets rule. That right comes from the federal Fair Housing Act and the Louisiana Equal Housing Opportunity Act. The 2024 Act changed the paperwork, not those housing rights (§ 46:1978).
How to Get an ESA in Louisiana: The 30-Day Timeline
State law sets the pace here. An ESA in Louisiana needs a 30-day therapeutic relationship and two sessions first, so no provider may lawfully sign a letter sooner.
Start With the Free Quiz
Five private minutes of questions show whether an evaluation makes sense for you.
First Evaluation, Day One
You pay $99 at checkout, then meet a Louisiana-licensed clinician remotely for session one.
Second Evaluation, Day 30+
Once 30 days have run, session two gives your clinician enough to decide.
Letter, Then Landlord
If you qualify, the letter is issued after session two. Email it to your landlord.
What Qualifies You for an Emotional Support Animal in Louisiana?
Qualifying starts with disability. State housing law, La. R.S. 51:2603(5), uses the federal meaning: a mental or physical impairment that substantially limits a major life activity. You need no prior diagnosis and no current therapist. A licensed clinician decides after evaluating you.
Conditions that licensed clinicians often assess include:
Louisiana ESA Laws: What the 2024 Integrity Act Requires
Louisiana ESA laws in Act 558 govern documentation and fraud. They do not ban pet fees or force approval. Here is what the statute says about your letter.
Louisiana or Compact License
Section 46:1974(A)(1) requires an active Louisiana license or one in a profession with a licensure compact.
Thirty Days, Two Sessions
Under § 46:1974(A)(4)–(6), your provider needs a relationship and a clinical evaluation at least 30 days old, plus two or more sessions, in person or remote.
Three Details on Every Letter
The letter has to show its effective date, the license number and the license type, per § 46:1974(A)(3).
No Fee Ban for ESAs
Act 558 says nothing about pet fees. Louisiana's no-extra-charge rule, § 46:1954(C), covers trained service dogs only.
Fair Housing Law Unchanged
Section 46:1978 says the Act does not restrict or modify federal or state rights to reasonable accommodation in housing.
Emotional Support Animal Housing Rights in Louisiana
Two laws carry your request: the Fair Housing Act, 42 U.S.C. § 3604(f)(3)(B), and La. R.S. 51:2606(A)(6)(c)(ii). Courts read them alike. HUD's May 22, 2026, memo narrowed what HUD itself pursues; neither statute changed.
Weigh Each Request
Landlords generally have to consider your request and grant a reasonable accommodation unless an exception applies.
No Deadline in State Law
State law sets no response deadline or written-decision rule, so ask in writing and keep copies.
Deny Only on Real Grounds
Valid grounds include a direct threat, substantial property damage, or a request that is unreasonable or unnecessary.
No Pressure or Threats
Section 51:2609 makes it unlawful to coerce, threaten or interfere with anyone using these rights.
Fee Waivers Can Fail
In Henderson v. Five Properties (E.D. La. 2025), a federal court upheld a $400 ESA animal fee.
Small Landlords Exempt
Private owners of three or fewer single-family houses, or owners living in a building of four units or fewer, may be exempt (§ 51:2604(B)).
Deposits Come Back
A refundable pet deposit is due back within one month after the lease ends (La. R.S. 9:3251).
TRAVEL & PUBLIC PLACES
Do Louisiana Service Dog Laws Cover ESAs?
No. Louisiana service dog laws, found in the White Cane Law, protect a dog trained to do work or tasks (La. R.S. 46:1952(3)). An ESA offers comfort instead, so stores and restaurants may refuse it.
Under the DOT's 2020 Air Carrier Access Act update, in force since January 11, 2021, airlines may handle an ESA as a pet. Your letter gives no cabin right.
If your dog is task-trained for a psychiatric condition, ask about our PSD letter instead. Never call an ESA a service dog; § 46:1975 fines that claim.
Is There Emotional Support Animal Registration in Louisiana?
No. There is no official emotional support animal registration in Louisiana, and a paid certificate or ID card proves nothing. The 2024 Act went further and fines people and businesses who fake the need for a support animal. Its stated aim is to restore integrity to these requests (§ 46:1972).

What Sets PetESALetter Apart in Louisiana?
Clinicians Who Can Diagnose
State law wants a provider licensed to evaluate and diagnose disabilities. Your clinician holds a Louisiana license and meets that standard.
$99, Nothing Added Later
One flat $99, paid at checkout, covers two evaluations across 30 days and the letter that follows the second. No subscription, no auto-renewal, no upsells.
Private by Design
Your health details get HIPAA-conscious handling from the first quiz answer to the signed letter, and we never sell your data.
Checklist-Ready Letters
Your letter carries the clinician's name, license type, license number, state and effective date on letterhead, so a landlord can look the license up.
Paced by State Law
We do not sell shortcuts. A letter is issued only after your second evaluation, when the relationship has run 30 days or more.
Help Between Sessions
Reach support@petesaletter.com or (470) 887-9106 with questions. Our team also answers landlord verification questions.
Real Sessions, Not Forms
Some sites sell a PDF after a questionnaire. Louisiana's definition of a therapeutic relationship shuts out letters made without a meaningful assessment. Yours comes from two real evaluations.
Fair Refund Terms
Full refund if you don't qualify (ask within 7 days) or if your landlord rejects the letter (send the written denial within 30 days).

FAQ
Louisiana ESA Questions, Answered
See a Louisiana-licensed clinician for at least 30 days and two sessions. At PetESALetter that costs $99 flat, and the letter follows your second evaluation.
Many do. Letters here must list the effective date, license number and license type, so a landlord can look up the license.
Sometimes. No Louisiana law bans ESA fees, and a 2025 federal ruling there upheld one. You can still request a waiver.
File with the Attorney General's Equal Housing Opportunity Section within one year (§ 51:2611). A state-court suit must be filed within two years, with no pause.
It is evidence, not a verdict. It records a licensed clinician's opinion that you have a disability-related need for the animal.
No state law sets an expiration date. The letter needs only an effective date under § 46:1974(A)(3)(a).
