CertaPet ESA Letter Review 2026: Cost, Legitimacy & How It Compares

Short answer: yes, CertaPet is a legitimate ESA letter service. It is a telehealth company, founded in 2015, that connects you with a therapist licensed in your state for a phone or video consultation. Its own cost page lists a housing ESA letter at $149.99, a housing-plus-travel psychiatric service dog (PSD) letter at $199.99, and renewals from $99 a year. PetESALetter charges a flat $99 for a housing ESA letter, with no payment plan and no membership, and a full refund if a licensed clinician finds you don't qualify.

So the choice is not between a real letter and a fake one. Both use licensed clinicians. The differences are price, speed, how renewals work and what the refund terms actually say. This review walks through each one using CertaPet's own published pages, its Trustpilot and BBB profiles, and our own published terms.

CertaPet is an online telehealth platform for emotional support animal (ESA) and psychiatric service dog letters. According to its About page, Erik Rivera founded it in 2015 with co-founder T. Madden Alford, and its clinical director is Prairie Conlon, LCMHC, LPC, NCC. The company is based in Texas.

CertaPet describes a four-step process:

• Free screening. A 5-minute online questionnaire checks whether an evaluation makes sense for you.
• Assessment. You complete a longer intake about your symptoms and history.
• Consultation. A therapist licensed in your state contacts you within 2 business days for a phone or video session.
• Letter. If the therapist approves you, you download the letter from your account. A hard copy by USPS Priority Mail takes another 2 to 3 business days.

That is the same basic model PetESALetter uses: a short questionnaire, then a one-on-one evaluation with a clinician licensed where you live. In both cases, the clinician decides. Neither service can promise you qualify.

CertaPet's cost page, last updated December 31, 2025, lists these prices. It says the consultation fee and the letter are included in each price.

The gap on a housing letter is about $51 up front. Over two years, with one renewal each, CertaPet's listed prices come to about $249 against $198 at PetESALetter. Read any payment-plan terms in full before you sign up, because a smaller first payment is not the same thing as a lower total.

Both letters do the same legal job. A housing ESA letter from a licensed clinician supports a reasonable accommodation request under the Fair Housing Act, whoever issues it. Yes. CertaPet is a real company that uses licensed therapists and a live consultation, which is what separates a legitimate ESA letter from a registry certificate. Its public track record is long, and its ratings are strong:

• Trustpilot. CertaPet's Trustpilot profile shows a 4.7 TrustScore from about 1,000 reviews (checked September 30, 2026). The profile has been claimed since 2015.
• BBB. The BBB lists CertaPet, LLC with an A+ rating and accreditation since December 5, 2018.
• Praise in reviews. Reviewers most often mention professional, caring therapists and a clear website.
• Complaints in reviews. The common themes are waiting for the therapist to call, slow replies from customer service, extra fees for some forms, and friction when asking for a refund after a landlord denial.

Reddit threads about CertaPet reach a similar view: it is legitimate because a real clinician evaluates you. You will also see pages claiming CertaPet letters are "never accepted." No provider's letter is accepted in every case. A landlord can lawfully deny a request in some situations, whichever service wrote the letter.

Reddit threads about CertaPet, such as those in r/EmotionalSupportPet, mostly describe the same path: an online intake, then a real call with a therapist before any letter is issued. Posters who were approved often say their apartment accepted the letter. The frustrations are about waiting for the therapist to reach out and getting clear answers from support. Treat any single thread as one person's experience, and read several recent ones.

CertaPet says a therapist contacts you within 2 business days after your assessment, and that the whole process takes 2 to 5 business days. A mailed hard copy adds 2 to 3 business days. PetESALetter usually delivers the letter within 24 to 48 hours after your consultation, at no extra cost.

In practice, speed depends on three things: how fast you finish the intake, when a clinician licensed in your state is free, and your state's rules. California, Arkansas, Louisiana and Montana require a clinician relationship of at least 30 days before an ESA letter can be written. In those states, expect at least two contacts a month apart with any provider.

Generally, yes, if you qualify. Under the Fair Housing Act, landlords generally have to grant a reasonable accommodation supported by a valid letter from a licensed clinician. A valid letter is written on the clinician's letterhead and shows their name, license type, license number, state and the date. CertaPet says its letters are valid for 12 months, and its therapists are licensed in the state where you live.

Landlords can check a letter. Many look up the clinician's license with the state board, or contact the clinician to confirm they wrote it. That is normal, and a real letter holds up to it. Warning signs of a fake letter include no license number, a license from a different state, no consultation at all, or a site selling "registration" as proof. No provider can promise a housing outcome. A landlord can deny a request if the specific animal poses a direct threat or would cause serious damage, or if the letter does not show a disability-related need.

A landlord can ask for reliable documentation when your disability is not obvious, check that the clinician is licensed, and deny an animal that poses a direct threat or would cause substantial damage. A landlord generally cannot charge pet rent or a pet deposit for an approved ESA, apply breed or weight limits to it, require training or a vest, or demand your diagnosis or medical records. They can still charge you for actual damage the animal causes. The Fair Housing Act has narrow exemptions, such as an owner-occupied building with four or fewer units, or a single-family home rented by its owner without an agent.

You reach your CertaPet letter through the account you create on certapet.com during the assessment. If the therapist approves you, the letter is available there as a digital download.

Renewal is annual. CertaPet's cost page says renewals start at $99 for one consultation, and you can request one up to a month before your current letter expires. PetESALetter has no membership or auto-renewal: when your letter needs updating, you book a new evaluation at the same $99.

CertaPet's terms list its support contacts as (877) 207-0561 and ask@certapet.com. If you want to cancel a plan or ask about a refund, put the request in writing and keep the reply. PetESALetter's support team is at support@petesaletter.com and (470) 887-9106.

CertaPet's cost page says it gives a full refund if an ESA or PSD letter is not accepted. Its terms of use add the conditions: the refund follows documentation of your housing provider's final denial, and only after you have let your CertaPet therapist help with reasonable follow-up or verification requests. Completed and signed accommodation forms and letter amendments are not refundable.

The Fair Housing Act is the law behind every housing ESA letter. The duty to make reasonable accommodations is in 42 U.S.C. § 3604(f)(3)(B), and the regulation is 24 C.F.R. § 100.204. Neither has changed.

What has changed is HUD's guidance. HUD withdrew its assistance-animal notices FHEO-2013-01 and FHEO-2020-01, effective September 17, 2025, and published the withdrawal at 91 FR 17291 on April 6, 2026. A separate HUD memo dated May 22, 2026, sets HUD's own enforcement approach. It is not a new legal standard, and it does not change the statute, private lawsuits or state fair housing laws.

Air travel is different. Since the Department of Transportation's rule took effect on January 11, 2021, airlines may treat emotional support animals as pets, and ESAs have no public-access rights in stores or restaurants. CertaPet's $199.99 combined letter covers a psychiatric service dog for travel. That only applies if your dog is individually trained to do tasks for a disability. • Who evaluates me? Ask for the clinician's name, license type and state, and check it with the licensing board.
• When am I charged, and what comes back? Most services charge before the evaluation, so check what is refunded if you don't qualify.
• What if I don't qualify, or my landlord says no? Read the refund conditions and the deadline to ask.
• Does the site sell a registry or ID card? If it treats registration as proof, walk away.
