ESA LETTER ALABAMA
What Is an Emotional Support Animal Letter in Alabama?
Think of an ESA letter as a clinician's written note to your landlord. A licensed mental health professional confirms that you have a disability-related need and that your animal helps with it.
The letter supports a reasonable accommodation request under the federal Fair Housing Act and the Alabama Fair Housing Law, Ala. Code § 24-8-7(g)(2). Alabama's own ESA statute, § 24-8A-2(1), recognizes an ESA when it qualifies under federal law.
Alabama keeps no official ESA registry, and a registration card adds nothing. For an emotional support animal letter Alabama landlords take seriously, you need a real evaluation. Ours costs $99 flat, and you get a full refund if the clinician finds you don't qualify.

You pay $99 at checkout. Then we match you with an Alabama-licensed mental health professional who reviews your answers first.
A One-on-One Evaluation
You talk with the clinician by video, phone or secure online visit. They decide whether an emotional support animal fits your needs. Not everyone qualifies.
Receive Your Signed Letter
If you qualify, your signed letter usually arrives within 24 to 48 hours, listing the clinician's name, license type and number, state and date.
Do You Qualify for an Emotional Support Animal in Alabama?
Qualifying is about impact, not labels. A licensed clinician looks at whether a mental or emotional condition substantially limits parts of your daily life, like sleep, work or time around people. Alabama's ESA statute uses the same idea of a disability (§ 24-8A-2(2)). The clinician also weighs whether your animal eases those symptoms. Conditions that often come up include:
Alabama ESA Laws: What the Integrity in Housing Act Says
Alabama ESA laws are short but real. The Assistance and Service Animal Integrity in Housing Act, Ala. Code §§ 24-8A-1 to -5 (Act 2018-235), names emotional support animals. It governs documentation and punishes fraud, but it adds no rights beyond federal law.
No Registry, No ID Card
Alabama keeps no ESA registry, and neither does the federal government. A certificate, ID card or vest bought from a website carries no legal weight.
State Fair Housing Law Applies Too
The Alabama Fair Housing Law treats refusing a needed, reasonable accommodation as discrimination (§ 24-8-7(g)(2)). Its text contains no animal-training requirement.
When Landlords May Ask for Proof
Under § 24-8A-3, a landlord may ask for documentation only if your disability or need is not readily apparent, and must keep it confidential.
No Public Access Rights
Alabama's service-animal law, § 21-7-1(7), says emotional support is not "work or tasks." Stores, restaurants and hotels may turn an ESA away. Only trained service animals get public access.
A Letter From Your Own Provider
Reliable documentation must come from "a medical provider of the person" (§ 24-8A-2(4)). The safest reading: a licensed clinician who has personally evaluated you, not a site that sells letters without one.
Can an Alabama Landlord Refuse Your ESA?
Only for specific reasons. Under the Fair Housing Act, 42 U.S.C. § 3604(f)(3)(B), and § 24-8-7(g)(2), landlords generally have to consider and grant a reasonable accommodation for a disability-related need. HUD's May 22, 2026, enforcement memo changed how HUD screens complaints, not the statute or your right to sue.
No-Pet Rules Can Bend
An accommodation request asks your landlord to set aside a no-animals clause for you. Covered landlords generally have to weigh it in good faith.
Pet Deposits: No State Ban
No Alabama law bans ESA deposits; § 21-7-9(c)(2) covers service animals only. Pet deposits fall outside the one-month cap (§ 35-9A-201(a)). Ask for a waiver.
Refunds Due Within 60 Days
Paid a pet deposit? The landlord must refund it or itemize deductions within 60 days after you move out, or owe you double (§ 35-9A-201). Leave a written forwarding address.
Put Your Request in Writing
No law demands a written request, but paper protects you. Send the letter with a short note asking to waive the no-pet rule and any pet charges, and keep dated copies.
Small Owner-Occupied Buildings
Owners living in a building of four or fewer units are exempt. So are some owners renting out three or fewer houses without a broker (§ 24-8-7(a)–(c)).
Direct Threat or Serious Damage
Under § 24-8-7(k), a landlord need not rent where an animal would pose a direct threat to others' health or safety, or cause substantial physical damage to others' property. Keep your animal supervised.
Missing or Unreliable Paperwork
When your disability or need isn't obvious, § 24-8A-3 lets the landlord require reliable documentation first. Registry printouts and letters from someone who never evaluated you may be rejected.
AIR TRAVEL
Can You Fly With Your ESA From Alabama?
Not with cabin rights. The U.S. Department of Transportation's Air Carrier Access Act rule took effect January 11, 2021. Since then, airlines may treat emotional support animals as ordinary pets.
That means your ESA letter will not get your animal into the cabin for free. Expect the airline's pet fees, carrier size limits and booking caps, like any other pet owner.
Pet rules differ by airline and even by route. Read your carrier's policy before you book, and get any special approval in writing.
Some airlines also want vaccination records or a recent health certificate. Your ESA keeps its housing protections on the ground; those protections simply do not follow you onto the plane.
Trained service dogs, including psychiatric service dogs, fall under separate DOT rules. If your dog is task-trained for a psychiatric condition, ask about our PSD letter. An ESA letter remains a housing document only.
Emotional Support Animal Registration in Alabama: Myth vs. Fraud Law
Emotional support animal registration in Alabama does not exist. No state or federal registry, ID card or certificate gives your animal any rights. What Alabama does have is a fraud law aimed at fake claims and fake letters, in §§ 24-8A-4 and 24-8A-5.

FAQs
Alabama ESA Letter FAQs
Yes, in housing. Ala. Code § 24-8A-2(1) covers an ESA that qualifies as a reasonable accommodation under federal law.
Many do. Under § 24-8A-3, they may request documentation only when your need isn't obvious, and must keep it confidential.
With ADECA, within 180 days (§ 24-8-12(b)). Alabama has no HUD-certified agency, so federal complaints go directly to HUD, which now finds cause only for trained animals.
It can be, unless an exemption applies. Refusing a needed, reasonable accommodation violates the FHA and § 24-8-7(g)(2). You can sue within one year.
