ESA LETTER MICHIGAN
What Is an Emotional Support Animal Letter in Michigan?
An ESA letter in Michigan is a signed note from a licensed mental health clinician. It states that you have a disability-related need for an emotional support animal. At PetESALetter it costs $99 flat, and you get a full refund if the clinician finds you don't qualify. There is no official registry, ID card or certificate.
Michigan has no ESA statute of its own. Your housing rights come from the federal Fair Housing Act and Michigan's Persons with Disabilities Civil Rights Act (PWDCRA). Both generally require landlords to consider a reasonable accommodation, even in a no-pet building. Emotional support animal registration in Michigan is not a real legal step.
A letter carries weight because a clinician actually evaluated you. Ours come on letterhead with the clinician's name, license type, license number, state and date. Template, sample and free letters found online skip that evaluation, which is why landlords question them.

Who Qualifies for an Emotional Support Animal in Michigan?
A licensed clinician decides after an evaluation, and you don't need a prior diagnosis. People who qualify often live with conditions like these, when symptoms limit sleep, work, focus or daily life:
Michigan ESA Laws: Does Michigan Have an ESA Statute?
No. Michigan ESA laws were proposed, but Gov. Whitmer vetoed the 2020 bills, HB 4910 and HB 4911, and HB 5751 died in the Senate in 2022. Your protection comes from the FHA and PWDCRA. Elliott-Larsen does not list disability in housing.
The Fair Housing Act Still Applies
The FHA, 42 U.S.C. § 3604(f)(3)(B), still covers reasonable accommodations. Congress has not changed it.
Michigan's Accommodation Duty (PWDCRA)
MCL 37.1506a(1)(b) bars refusing reasonable accommodations in rules, policies and practices when needed for equal use of your home.
Pet Fees and Michigan's Deposit Cap
No Michigan statute bans ESA pet fees. A refundable pet deposit counts toward the 1.5-month cap in MCL 554.602.
Breed and Size Rules: Case by Case
No state statute sets ESA breed or weight rules. Instead, a landlord can refuse for undue hardship under MCL 37.1102(2).
Small Owner-Occupied Rentals Are Exempt
Michigan's disability housing ban, MCL 37.1502, does not reach a building of up to two units where the owner lives, or a room in the owner's home (MCL 37.1503).
Emotional Support Animal Housing Rights: What Can Michigan Landlords Do?
Two laws protect you: the FHA and Michigan's PWDCRA. In a May 22, 2026, memo, HUD said it will find cause only for trained animals. The Michigan Department of Civil Rights applies state law instead.
Consider Each Request
Under the FHA and PWDCRA, they generally have to weigh each accommodation request on its own facts.
Respond to Your Request
Save dated copies of your request and every reply. HUD allows 365 days to file, but the state deadline is only 180.
Keep Lease Terms Lawful
Michigan's Truth in Renting Act, MCL 554.633, voids lease clauses that discriminate in violation of PWDCRA.
Limit Disability Questions
MCL 37.1505 bars housing providers from asking about disabilities for reasons contrary to PWDCRA's purposes.
Demand Your Medical Records
No Michigan law lets a landlord demand therapy notes or a HIPAA release. Gov. Whitmer vetoed a 2020 bill that tried.
Rely on a No-Pet Rule Alone
MCL 37.1506a(1)(b) exists to adjust rules and policies, so a blanket pet ban does not settle your request.
Punish You for Asking
Raising rent or threatening eviction over a request invites a fair housing claim. PWDCRA allows a circuit-court suit with damages and attorney fees (MCL 37.1606).
AIR TRAVEL
Can Your ESA Fly From Michigan?
Only as a pet, under each airline's rules. The DOT's 2020 Air Carrier Access Act rule took effect on January 11, 2021. Since then, airlines may treat an emotional support animal as a pet, with pet fees, carrier limits and breed rules.
Every airline writes its own pet policy, and cabin space for pets is limited on many flights. Some carriers ask for vaccination records or a health certificate. Read your airline's rules before you book, not at the airport.
Your ESA letter covers housing, not flights, stores or restaurants. Michigan's public-access law, MCL 750.502c, protects trained service animals only, and the state civil rights agency says emotional support is not a task. If your dog is task-trained for a psychiatric disability, ask about a PSD letter instead.
Michigan Service Dog Laws: Is Faking an ESA a Crime?
Michigan has no crime for faking an ESA. Gov. Whitmer vetoed the ESA fraud bills on December 30, 2020. She said they intruded on the privacy of people with disabilities and went beyond what the FHA lets landlords ask.

FAQs
Michigan ESA Letter FAQs
Yes, but only on limited grounds. Landlords generally have to grant reasonable accommodations under the FHA and MCL 37.1506a(1)(b). They can refuse for undue hardship or when an exemption applies, such as an owner-occupied building of up to two units.
No fixed list decides it; a licensed clinician does, after an evaluation. Anxiety, depression, PTSD and phobias can qualify when they substantially limit a major life activity. That is how Michigan's PWDCRA defines disability (MCL 37.1103).
Many do. They may check the clinician's license number or call the clinician's office. Our support team handles verification calls and emails from landlords, and no state law lets a landlord demand your records.
