ESA LETTER IOWA
What Is an Emotional Support Animal Letter in Iowa?
State law (§ 216.8C) calls it a written finding. A licensed clinician signs it only after evaluating you one-on-one.
The state keeps no official ESA registry. An emotional support animal in Iowa is protected by a documented need, not by a listing.
The emotional support animal letter Iowa landlords review should be dated, signed and specific to you. Ours costs $99 flat. Website certificates are not enough.
How Do You Get an ESA in Iowa?
The quiz is free. Then come two evaluations spread across 30 days, matching what the state's official form expects.
Take the Free Quiz
Answer private questions about your symptoms, your daily life and what your animal does for you. It takes about five minutes and shows whether an evaluation makes sense.
Meet an Iowa-Licensed Clinician
After checkout, a clinician licensed in Iowa reviews your answers and holds your first evaluation by video, phone or secure message. The statute counts telehealth: § 216.8C(1)(d) allows a relationship in person or via telehealth.
Your Second Evaluation, 30 Days Later
At the 30-day mark, the clinician meets you again and decides whether you have a disability and a related need for the animal. Not everyone qualifies. Full refund if you don't qualify.
Receive Your Written Finding
If you qualify, your § 216.8C finding is issued after the second evaluation, with the 30-day relationship certified. It is valid 12 months or your lease term, whichever is longer.
Who Qualifies for an Emotional Support Animal in Iowa?
Iowa's civil rights law defines disability as a physical or mental condition that constitutes a substantial disability (§ 216.2(7)). A licensed clinician, not the quiz, decides whether that describes you and whether an animal helps.
A diagnosis name alone is not enough. Clinicians often evaluate people living with conditions such as:
Iowa ESA Laws: What Do §§ 216.8B and 216.8C Say?
Iowa ESA laws start with a state statute of their own. SF 341 created it in 2019, and SF 2268 rewrote it effective July 1, 2024. It covers ESAs by borrowing the federal meaning of a reasonable accommodation.
Registrations Are Not Enough
Section 216.8B(4) says a registration of any kind, including an ID card, patch or certificate, is not sufficient information. No state registry exists, so skip those sites.
State Law and the FHA
The federal Fair Housing Act (42 U.S.C. § 3604(f)(3)(B)) and the Iowa Civil Rights Act both apply. Landlords generally have to consider and grant a reasonable accommodation unless a listed exception applies.
Who Can Write an Iowa Letter?
Section 216.8C accepts Iowa-licensed physicians, physician assistants, nurses, psychologists, social workers and mental health counselors. It also accepts an out-of-state licensee in good standing. PetESALetter pairs you with a clinician licensed in your state.
Pet Fees Are Case by Case
SF 2268 struck the old rule that landlords waive pet payments. A fee waiver is now a reasonable accommodation request under § 216.8B(6)(b), decided case by case. You pay for damage.
Housing Only, Not Public Access
The state public-access law, § 216C.11, covers service animals only: dogs and miniature horses trained for tasks. Stores, restaurants and hotels can apply their normal pet rules to an ESA.
Can an Iowa Landlord Deny Your ESA? Rules and Limits
This is one of the few states that writes landlord verification rules into statute. A landlord may ask for documentation only when your disability or need is not readily apparent (§ 216.8B(3)).
A Written Answer
The landlord must evaluate your request within a reasonable time and give you a written determination (§ 216.8B(2), (6)(e)). Keep a copy with your request.
No Diagnosis Required
A landlord may not ask for your diagnosis, its severity or any medical records (§ 216.8B(6)(a)). You may volunteer them.
Licensure and Vaccination Proof
A landlord may require proof that each animal meets state or local licensure and vaccination rules (§ 216.8B(6)(d)). With two animals, expect a request for documentation for each (§ 216.8B(5)).
What the Finding Contains
Under § 216.8C(1), the finding states disability and need, whether a 30-day relationship exists, issue and expiry dates, license number and type, and any separate fee paid.
Direct Threat or Damage
The landlord can deny if this specific animal poses a direct threat or would cause substantial physical damage, and no other accommodation can reduce that risk (§ 216.8B(6)(c)). You also stay liable for damage your animal does (§ 216.8B(8)).
Hardship or Fundamental Change
A request can also fail if it would cause undue financial and administrative hardship, fundamentally alter the housing, or is "not otherwise reasonable." Those are the four grounds § 216.8B(6)(c) lists.
Small-Landlord Exemptions
Iowa exempts owner-occupied duplexes, rooms in an owner's home (fewer than four), and some owner-occupied four-unit buildings (§ 216.12). There is no single-family-house exemption.
AIR TRAVEL
Can You Fly With an Emotional Support Animal From Iowa?
No cabin right comes with an ESA letter. The DOT's Air Carrier Access Act rule, effective January 11, 2021, lets airlines treat an ESA as a pet.
Expect pet fees, carrier rules and size limits, and check your airline's policy before you book. A trained psychiatric service dog follows different rules, so ask about our PSD letter.
Your Iowa housing letter is for your home. It gives no travel, hotel or public-access rights.
Iowa Service Dog Laws and the Misrepresentation Penalty
Iowa service dog laws target one act: passing off an animal as a trained service animal to gain a legal right. Call your ESA an assistance animal, and keep your request honest.
